Customs ensures the security of New Zealand’s borders and has around 1,200 staff working across New Zealand and overseas. They prevent dangerous people and prohibited goods from entering the country, facilitate trade and travel, and collect revenue owed to the Crown.

Customs needed to make managing learning easy and efficient for its large, distributed staff, while improving access to development opportunities.

We worked with their IT staff to meet detailed security requirements and deliver an on-premise, Single Sign On system, using Tōtara. We also helped transfer existing learning records from the previous system into Tōtara.

The new LMS tracks all learning activities against Customs own compliance requirements, and uses a new Catalyst-developed plugin, Benchmark. Benchmark supports on-job-training for Customs staff, and is available under an open source license:

It's now simple for Customs people to access development opportunities online. Staff manage their own learning, and can easily share their progress with managers. It puts the management of learning back into the business.

It’s important for learners to be able to see their historic learning achievements on the new system as it assisted in creating buy-in for the change.
