MBIE's seamless transition to Tōtara Learn
Discover how the New Zealand Ministry of Business, Innovation and Employment (MBIE) transformed their learning and development with a user-friendly, secure, and flexible solution in Tōtara Learn.
The Ministry of Business, Innovation and Employment (MBIE) was formed on 1 July 2012, bringing together four separate government agencies into one ministry: the Department of Building and Housing, the Ministry of Economic Development, the Department of Labour, and the Ministry of Science and Innovation.
MBIE’s purpose is to grow New Zealand economically and sustainably for all by helping businesses become more productive and competitive and increasing opportunities for New Zealanders to contribute to the economy.
Opportunity
MBIE had inherited an existing learning management system (LMS) solution from one of the merging agencies, but it didn't meet the needs of all four government agencies. Therefore, MBIE needed to consolidate learning and development into a single LMS and required highly responsive local support after the implementation. Their new solution needed to be:
- accessible by a worldwide user base, including via mobile smart devices
- compliant with government security standards
- flexible, responsive, and easy to use
- a cost-effective learning solution
- functional for all different areas of MBIE without needing custom development.
Solution
MBIE collaborated with Catalyst for the hosting and technical support for their LMS, and Kineo Pacific for learning and development consulting, configuration and training support.
MBIE chose Tōtara Learn as their LMS, a fast, high-performing tool, straight ‘out-of-the-box’ solution for their learners.

Key features included:
Accessible and flexible learning: Tōtara Learn has a secure and supported mobile platform enabling MBIE's staff to access training from work, home or while commuting.
Seamless content migration: transferring 200 existing courses into Tōtara’s LMS from MBIE’s previous system was a seamless process, with very few requiring re-work to achieve this.
Interactive training modules: The training encompasses all aspects of the business and uses interactive elements, such as video and quizzes.
Easy to use and manage: Managers can easily monitor course completion, compliance requirements and renewal dates. Plus, notifications and alerts are configurable to streamline internal processes.
Tōtara Learn support
In New Zealand, many government agencies use Tōtara Learn for learning and development. Tōtara Learn has a Government-wide user group, enabling MBIE and other agencies to influence further enhancements to Tōtara Learn software. Plus, user groups are opportunities for agencies to pull resources together to fund any custom developments that are upstreamed back to Tōtara for everyone to use.
